Overview

Apogee has an opportunity for a Program Manager to serve as the Contractor Site Reachback Lead supporting the M-Code Aviation Receivers Joint Program Office (MAR JPO). This position manages all contractor site surge support and reachback activities, coordinating rapid response requirements, Studies & Analysis tasks, and senior SME expertise for the MAR JPO programs. 

This is a full-time remote position with occasional travel to government sites. 

Responsibilities

Surge Support Leadership:

  • Serve as lead for all contractor site surge support and rapid response activities
  • Coordinate access to senior SME expertise across multiple technical disciplines
  • Manage Studies & Analysis (S&A) task execution and deliverables
  • Provide rapid response (less than one business day) to emergent government requirements
  • Coordinate surge resources from multiple skill sets for short-term (1 week to 3 months) requirements 

Programmatic Support:

  • Provide senior-level acquisition management expertise
  • Support advocacy briefings and senior leadership presentations
  • Coordinate preparation of milestone documents and strategic planning
  • Support market research and acquisition strategy development
  • Provide cost estimation and financial analysis support 

Studies & Analysis Coordination:

  • Manage execution of S&A tasks issued through Task Directives (TDs)
  • Develop Task Directive Plans (TDPs) identifying approach, deliverables, schedule, and resources
  • Coordinate trade studies across multiple technical areas
  • Support capability and technology roadmap development
  • Manage Product Support Business Case Analysis (PS-BCA) activities 

SME Coordination:

  • Coordinate senior programmatic SME support (Acquisition Management, Contracting, Financial Management, Logistics, Program Scheduling)
  • Ensure availability of technical SMEs in PNT engineering, T&E, avionics integration, and cybersecurity
  • Manage SME tasking and deliverable quality
  • Coordinate between contractor site resources and on-site government personnel 

Strategic Planning Support:

  • Support manpower analysis and resource planning
  • Coordinate data rights assessments
  • Support future planning and roadmap development
  • Provide executive-level briefings and white papers 

Qualifications

Minimum Experience:

Citizenship: Must be a US citizen 
Clearance: Must possess and maintain a Secret-level clearance

Certification: Project Management Professional (PMP) certification
Education: Bachelor's Degree in Engineering, Business Administration, or related field
Years of Experience: 20 years of program management experience

Additional experience:

  • Demonstrated experience managing ACAT I or II programs
  • Experience as a Senior Material Leader (SML) or equivalent strongly preferred
  • In-depth knowledge of GPS/GNSS systems and DoD acquisition 
  • Strong network of senior technical and programmatic SMEs
  • Proven ability to coordinate rapid response and surge support
  • Excellent executive-level communication and presentation skills
  • Experience managing remote/distributed teams

Preferred Experience:

Education: Master's Degree in Engineering, Business Administration, or related field
Years of Experience: 15 years of program management experience

Location: Contractor Site (National - Remote)
On-site: This is a full-time remote position

Travel: Travel up to 30% may be required, per the customer's discretion
