Apogee has an exciting new opportunity for a Senior Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Program Executive Office for Tactical Information Systems (PEO-TIS). PEO-TIS is composed of a team of relentless acquisition professionals who consistently team with government and industry partners to develop rapidly and field state-of-the-art sensors, C2, and specialized communication systems that enable the Nation’s SOF Warfighters to win.

This is a full-time position located at MacDill AFB, FL

• Collect and analyze metrics and requirements from supported organizations.
• Develop elements of program acquisition strategies.
• Support/conduct market research.
• Keep program information current and organize data to submit to management for decision-making.
• Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
• Support cost/benefit analysis.
• Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations.
• Answer data calls and inquiries on program policies and procedures.
• Participate in the requirements development process in support of Senior Managers and the Government counterpart.
• Monitor programs to ensure compliance with policies and procedures.
• Manage program cost, schedule, performance, and risks in accordance with policies and procedures.
• Coordinate program information with personnel.
• Interpret regulations and directives to determine impact on programs.
• Determine requirements; develop goals and objectives to accomplish the mission of Program Support, government counterparts to ensure execution of programs in accordance with plans, and to modify program policies and procedures based on changes to regulations.
• Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues.
• Oversee the allocation of resources based on program requirements.
• Maintain a broad understanding of the assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges.
• Apply business practices and market conditions applicable to program and technical acquisition requirements.
• Apply price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; properly apply funding rules associated with the obligation of multiple types of appropriations.
• Apply precedents found in government contracting case law to specific contracting situations.
• Apply knowledge of contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements applicable to the full range of contracting actions for a variety of contract types.

Minimum Experience:

Citizenship: Must be a US citizen 
Clearance: Must possess and maintain a TS w/SCI eligibility
Certifications: DAWIA Level II Equivalency, and in the Program Management field; must have completed DAWIA Level II non-resident course prerequisites in Program Management, or the ability to obtain/complete within 6 months of hire

Education: Bachelor's degree in Business or related discipline
Years of Experience: Minimum of 10 years of experience in government acquisitions, to include:

• 3 years of DoD experience in Military Communications
• Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System,” and the Defense Acquisition Framework process
• Experience developing acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges.

Preferred Qualifications:
Education: Master's Degree ina  related discipline
Years of Experience: Minimum of 8 years of government acquisition experience
